Over the past decade, each military service has made changes to their uniforms. After reviewing 18 of these changes, the GAO found that especially among executives, women bear disproportionately more out-of-pocket costs. For example, nearly half of the mandated changes in the Navy affected women only. Neither mutation affects only males.

GAO Director Tina Van Sherman said she expects the latest uniform changes to increase the time costs of officers, who are typically expected to pay out-of-pocket for uniforms.
